Summary of changes for 2023:

1. Entrants who have won a Rookie class award are no longer eligible to enter the Rookie class in subsequent years.
2. RTTY and other digital modes are now part of the Mixed class.
3. Operators with call signs from outside their DXCC entity must sign with a call sign or portable designator that indicates the country and call area in which they are operating.
